Any American (Georgia Notary) can notirize your document. All they validate is your identity -- that the signature is yours. They don't care what the document is about. It can be in any language as long as there is enough space on the document for them to put a notary stamp, date and signature. You can get any bank to do it for you for free if you're a member.
After that, you need to go to Georgia Superior Court Clerks' Cooperative Authority Office and they will put apostille on your document. It will cost $3 or so and takes few minutes. I agree with Masha and doubt that anyone else can do this service.
