Any American (Georgia Notary) can notirize your document.  All they validate is your identity -- that the signature is yours.  They don't care what the document is about. It can be in any language as long as there is enough space on the document for them to put a notary stamp, date and signature.  You can get any bank to do it for you for free if you're a member.

After that, you need to go to Georgia Superior Court Clerks' Cooperative Authority Office and they will put apostille on your document. It will cost $3 or so and takes few minutes.  I agree with Masha and doubt that anyone else can do this service.

except of Wachovia then, they told me they can't today.... because they are "in bank"! I didn't find the logic, but they said it's their policy and rule. If they come out of the bank then they can.... So, don't waste time for them, I guess.... Anywhere else they do! Publix, Mail Offices,  etc.

Spasibo za otvety. S Kostey soglasna, chitala obo vsem etom na forumah, no... nam vse zhe otkazali zaveryat' podpis' v univere i eschjo gde-to (ne pomnju kuda muzh hodil ), ssylajas' na language. Muzh im razjasnjal ih objazannosti, mol vam tol'ko podpis' nado zaverit, a ne text, no nichego ne vyshlo. :(. A russkie notariusy derut za zaverenie s apostilem 65$. Grabezh!
